In a large bowl, toss the beef with the flour, salt, and pepper until the beef is evenly coated.

Heat the oil in a large skillet over medium-high heat. Add the beef in batches and cook until browned on all sides, about 5 minutes per batch. Transfer the beef to a slow cooker.
